As Dragon has seen the evil atrocities of the World Government and the Nobles firsthand, he decided to form an organization that would battle against them. While Dragon is working on taking down the World Government and formulating a new form of governance, Fujitora is trying to clean the organization from the inside with major steps like the abolishment of the Warlord System.
