Since The Emperor will count as an ally during this fight, you can’t use spells such as Command on him. You can, however,use the Battle Master Fighter’s Disarming Strike ability on him.

Using the Disarming Strike ability offers a chance for him to drop his weapon. When this happens,you can have a character walk over and pick it up. This will not turn The Emperor against you, and you will be allowed to keep the weapon for the rest of the game.

If you didn’t know, there are a handful of clubs that you can pick up near the boats after freeing the Ironhands. These clubs have a unique ability that makes them auto-equip to a character’s weapon slot when picked up, including NPCs like The Emperor.

Provided you have a character who has these weapons in their inventory, you can reverse pickpocket The Emperor by placing one of the clubs in his inventory. This will automatically unequip his staff, allowing you to get your hands on it.

Should The Emperor fail the saving throw, he will drop his weapon, allowing you to swoop in and pick it up. I don’t recommend waiting until the final battle to obtain the staff since you won’t get to use it for very long, if at all.
